GP Referral Incentive Schemes
There has been concern at the development by PCTs of incentive schemes that aim to reduce referral rates or the cost of referrals from general practice to secondary care. These schemes often take two broad forms; either to encourage GPs to analyse and better understand their practice referral patterns and/or promote the use of alternative referral pathways to hospital services, or to encourage GPs to reduce their level or cost of referrals as an outcome in itself. Such schemes were established with the advent of practice based commissioning, but have become more prominent and widespread in the context of a reported 16% rise in referrals from general practice in the first quarter of 2008/09 compared with this same period last year.

GP Systems of Choice (GPSoC)

NHS Connecting for Health has launched a new web site giving useful information and guidance to SHAs, PCTs and GPs on GP Systems of Choice

The website has been developed as a guide to help understanding of the activities needed to progress, and the reasons behind, GP Systems of Choice and a full guide can be downloaded in pdf format.  

CfH anticipate that this will be the first point of contact for any guidance or questions you may have as the site will be updated regularly with the most up-to-date information as the programme commences.  NHS Connecting for Health will be signing contracts with suppliers over the comming weeks.

Further updates and GPC guidance on the core PCT/Practice agreement will be available in due course.

GP registrar e-bulletin
Via this e-bulletin, the BMA aim to keep you up to date on the key issues facing GP registars and the work of the GP registrars subcommittee. Topics covered in this edition include:

  • The new certification process under the PMETB
  • Out of Hours training requirements
  • Advance notice of the 2006 National Conference for GPs


In future, the e-bulletin, which will complement the twice-yearly GP registrar news, will be published after each quarterly meeting of the subcommitee.

GP Returners Guidance
The GPC has revised its guidance for GP returners. This guidance now includes advice on the impact of the Minimum Wage Regulations and the Model Salaried GP contract. The guidance also gives advice to GPs who wish to return in the current situation while no new central funding is available for the GP returners' scheme.

Guidance on Preparation of Local IM&T Plans for 2008/09
As part of the NHS Operating Framework for 2008/09 there is separate guidance on the preparation of local IM&T plans.  SHAs and PCTs are now responsible for the delivery of the National Programme for IT under the NLOP (National Local Ownership Programme) process.  Please see the Pdf link below for further information.  Your local PCT should be making this a priority, along with access and everything else.
